Robert A. (Bob) Carroll, a lifelong resident of Biloxi passed away at his home November 7, 2015. Carroll, 59, had been involved in many activities during his life. He was a 1974 graduate of Biloxi High. While at Biloxi High, Carroll was a member of the Indians' marching band and symphonic band. The highlight of his band years was marching in President Richard Nixon's second inaugural parade at Washington D.C. in January 1973. A superior student, he was awarded a National Merit student scholarship to Lake Forest College in Lake Forest, IL. At Lake Forest, Carroll was a member of Pi Sigma Alpha, the National Political Science Honor Society and the College Republican Club.After graduating Lake Forest in 1978, Carroll attended the University of Mississippi Law School. Active in Republican politics, Carroll was involved in a number of civic and political affairs. He served as President of the Ward Six Civic Association in the early 80s. From 1985-1989, he served a term as Ward Six Councilman in Biloxi. Prior to being elected to the Biloxi City Council, Carroll worked several years as an investment counselor in the Gulfport office of Howard, Weil, Labouisse, Friedrichs, Inc. After his term on the city council, Carroll held a variety of jobs. He served as executive director of the Biloxi Housing Authority and later worked as an assistant city planner for the city of Gulfport. Most recently, he had been a deputy court clerk for Harrison County Justice Court. Carroll was a member of the Episcopal Church of the Redeemer in Biloxi. Carroll was preceded in death by his father, Samuel Joseph (Rob) Carroll. He is survived by his mother, Mrs. Edna B. Carroll of Biloxi. Details of plans for a memorial gathering of family and friends will be finalized and announced at a later date.
