Captain Elliott Lawrence Bloxom, age 67, of Ocean Springs, MS, departed this life on March 25, 2021, surrounded by his family after his courageous broadside against cancer. Elliott was born in Annapolis, MD at the United States Naval Academy Hospital, to RADM Elliott and Margie Bloxom and subsequently moved all over the world during his father’s Navy career. He was a loving husband, understanding father, and proud grandfather. He is survived by Susan Cox Bloxom, his most precious wife of 39 years, and his two sons: Elliott Bradford Bloxom and his wife Kirsten, along with their children Elliott (EJ), Anna, Matthew, and Clara, residing in Pearland, TX; and Andrew Lawrence Bloxom and his wife Lyndsey, residing in Huntington Beach, CA. He is also survived by his two sisters Margaret and Fred Shultz of Glen Allen, VA, and Louisa Woods of Evanston, IL, along with eleven nieces and nephews, and their children. Elliott enlisted in the Navy in 1970, attended the Naval Academy Preparatory School, and subsequently received his commission as a Naval Officer upon graduation from the United States Naval Academy in 1976. Following graduation, he first served as Main Propulsion Assistant on the USS CONYNGHAM (DDG-17), completing two deployments to the Mediterranean and Black Seas. After attending the Surface Warfare Officer School Department Head course, in September 1979, he reported as precommissioning Engineering Officer on USS KIDD (DDG 993) in April 1980. After a shakedown and deployment to the Mediterranean Sea and Indian Ocean, he reported to the Bureau of Naval Personnel in November 1983 for duty in the Surface Junior Officer Assignment Branch and as Flag Lieutenant to the Chief of Naval Personnel. In October 1987, Captain Bloxom reported as Executive Officer on USS SCOTT (DDG 995). Afterwards, he reported to the Office of Legislative Affairs, Secretary of the Navy, where he was the Assistant Deputy for Senate Liaison from September 1989 – September 1992. He assumed command from April 1993 – June 1995 aboard USS JOHN HANCOCK (DD 981), where they deployed to the Mediterranean and Red Seas in support of United Nations Resolutions. Captain Bloxom attended the United States Army War College in Carlisle, PA and upon graduation, reported to the Chief of Naval Operations staff in the Readiness Assessment Division, before reporting as the Director of Compensation on the staff of the Under Secretary of Defense from 1997-2000. He completed his Naval career as the Principal Director, Office of the Deputy Assistant Secretary of Defense and retired on September 28, 2001. Captain Bloxom’s military decorations include the Defense Superior Service Medal, Meritorious Service Medal, Navy Commendation Medal, Navy Achievement and various other medals and awards. His time serving in the Navy instilled in him the important principles of hard work and integrity, which he passed on to his sons and those he mentored. He continued to support the military in retirement through various civilian positions with SEA, Apogen, WBB, and the Department of Veterans Affairs. Outside of career, Elliott’s heart never traveled far from the ocean, whether sailing and boating with his family on the Chesapeake Bay or vacationing at East Coast and Gulf Coast beaches. He had a passion for travel, grilling, naval history, hobby modeling, Navy Football, and supporting his family in any way possible. He was particularly fond of spending time with his grandchildren - making the babies smile, building and launching rockets, attending Boy Scouts events and dance recitals, and watching them grow and play sports. The family gives a special thanks to the Doctors and Nurses of Walter Reed Hospital, National Institute of Health, Keesler Air Force Base, MD Anderson Cancer Center, and Hospice of Light for their intelligence, kindness, and compassion in their effort to treat his cancer and to extend his time with family and friends. Celebrations of his life will be held on April 17th at 11:00am at the St. Elizabeth Seton Catholic Church in Ocean Springs, MS and at a later date at St. Ambrose Catholic Church in Fairfax, VA. Elliott’s wishes were to return home to the place of his birth, with an inurnment service held at the United States Naval Academy Columbarium in Annapolis, MD, not far from location of the old hospital. He will rest in peace there with his eternal Shipmates on the banks of the Severn River. Bradford-O’Keefe Funeral Home, Ocean Springs is honored to serve the family of Elliott Bloxom.
