Donna Rose Fulmer

Donna Rose Fulmer, age 83, passed away peacefully on December 19, 2024, in the company of her loving family at her home in Biloxi, MS. She was born on January 10, 1941, in Iowa City, Iowa, to Millard and Edna Marshall. During her younger years, she also lived in California, Washington State and Florida. She married her soulmate of 42 years, William Franklin Fulmer, in June of 1958, at Hurlburt Field Air Force Base in Florida.

She took immense pride in her role as a homemaker and military spouse. Donna and Frank lived in Florida, Kansas, Ohio, Germany, and Mississippi during Frank’s military and civil service career in the United States Air Force. They traveled to many European countries and were blessed with many unique experiences and numerous friendships. In Germany Donna and Frank belonged to a volksmarching (hiking) club where they enjoyed participating in several events and earned multiple medals for hikes.

Donna was a cherished mother of two children and grandmother of four grandchildren. She poured her heart into her family creating a home filled with love and laughter. She created an environment that encouraged exploration, creativity and learning during play times. She not only entertained them, but also played an active role in playing marble games, building Lego castles, making mud pies, camping, planting gardens, and conducting science experiments to name a few. She taught sewing and how to design your own one of a kind Halloween costume.  She utilized her creativity by making paper dolls, inventing homemade games, and preparing outdoor scavenger hunts. Donna was a great cook and planner of fun family events creating memories that will last a lifetime. She made Easter fun with egg hunts with prizes including a first place golden egg that had the names of each year’s winner. She always found the most thoughtful cards and gifts for holidays and life events. She loved collecting family pictures and made an extensive library of yearly photo albums.

Donna loved reading mystery and historic novels. She was a scout leader and fostered a sense of adventure and personal growth for both boys and girls. She loved nature and all creatures, great and small, especially her beloved pets and her feline companions. Donna enjoyed going on cruises with her family and her dear friend, Odie Smith. Throughout her entire life, she held an unwavering faith in God and was a member of Our Lady of Fatima and St. James Catholic Churches.

Donna was a big personality in a small package. She had a positive can-do attitude which she achieved with great determination and persistence. She self-taught herself how to upholster furniture and car seats; replace a privacy fence; reconstruct a hurricane damaged china cabinet and complete numerous other fix-it projects around the house. Gardening and working in the yard was her passion. She put her all into her yards and had the most attractive landscaped lawns in every neighborhood that she resided in.

Donna is survived by her daughter, Debra Roth; son, Gregory Fulmer and his wife Monica (Broussard); grandchildren, Michael Roth, Noah Fulmer and his wife Melanie(Walker), Jennifer Roth and Saul Fulmer; sister, Sandra (Marshall) Flanders; brother, Gerald Marshall and his wife Mary; brother, Doug Marshall; and numerous nieces and nephews. 

She was preceded in death by her husband, William Franklin Fulmer; parents, Millard and Edna Marshall; brother, Kenneth Marshall; son in law, Dale Roth.

Services will be held on Friday, January 10, 2025 at 11:30 am at Bradford-O’Keefe Funeral Home on Howard Avenue in Biloxi. Friends may visit one hour prior. Interment will follow immediately at the Biloxi National Cemetery.
